Get notified when packages are built

A new feature has been added. FreshPorts already tracks package built by the FreeBSD project. This information is displayed on each port page. You can now get an email when FreshPorts notices a new package is available for something on one of your watch lists. However, you must opt into that. Click on Report Subscriptions on the right, and New Package Notification box, and click on Update.

Finally, under Watch Lists, click on ABI Package Subscriptions to select your ABI (e.g. FreeBSD:14:amd64) & package set (latest/quarterly) combination for a given watch list. This is what FreshPorts will look for.

Sqids (pronounced "squids") is a small library that lets one generate YouTube-like unique IDs from numbers. It is good for link shortening, fast and URL-safe ID generation, and decoding back into numbers for quicker database lookups. Good for: - Generating IDs for public URLs (e.g. link shortening) - Generating IDs for internal systems (e.g. event tracking) - Decoding for quicker database lookups (e.g. by primary keys) Not good for: - Sensitive data (this is not an encryption library) - User IDs (can be decoded revealing user count)

devel/py-setuptools-scm: update to 8.0.4

Directory and PORTNAME changed to match normalised name in release
tarball; consumers updated to match.

Although setuptools itself is specified as a run dependency in the
Python package metadata, it is currently left out here to prevent
environment pollution until at least PR 270510 is committed.
Additionally, this version of setuptools-scm requires setuptools>=61,
which means this version is only meant for USE_PYTHON=pep517 ports
as all USE_PYTHON=distutils ports will switch to devel/py-setuptools58
also after PR 270510. science/py-emmet-core is switched to
devel/py-setuptools_scm7 accordingly, as it specifies setuptools-scm<8.
devel/py-{flit-scm,hatch-vcs} have ${PY_SETUPTOOLS} added to
RUN_DEPENDS to compensate.

devel/py-sqids: add ${PY_SETUPTOOLS} to BUILD_DEPENDS

setuptools-scm is not a PEP-517 build backend; add the real one.
Otherwise this build will fail once the linked PR is committed.
