Update to lzip version 1.16 which includes the following changes:
 - Compression ratio of option -9 has been slightly increased.
 - Compression time has been reduced by 4%, by 2% for option -0.
 - The behavior is now like 'cp -p'.
 - The license changed to GPL version 2 or later.
