Reset jylefort's port maintainerships.  portmgr has taken his commit bit
into safekeeping due to inactivity.

- Remove unneeded dependency from gtk12/gtk20 [1]
- Remove USE_XLIB/USE_X_PREFIX/USE_XPM in favor of USE_XORG
- Remove X11BASE support in favor of LOCALBASE or PREFIX
- Use USE_LDCONFIG instead of INSTALLS_SHLIB

Switch to the USE_LINUX_RPM framework.

Track the master site change.

Remove powerpc support, because there is no linuxulator on that arch
yet (point raised up by netchild and confirmed by arved).

The linuxulator does not support Linux amd64 code. When ${ARCH} is
amd64, use the i386 RPM packages.

Add linux-libogg.
