Get rid of USE_X_PREFIX.

- Welcome X.org 7.2 \o/.
- Set X11BASE to ${LOCALBASE} for recent ${OSVERSION}.
- Bump PORTREVISION for ports intalling files in ${X11BASE}.

- Add an additional mirror
- s/OPTIMIZED_CXXLAGS/OPTIMIZED_CXXFLAGS/

Bump PORTREVISION on glib12/gtk12 consumer ports to ease the upgrade path.
