PNetMark is a benchmarking tool for Common Language Runtime (CLR)
environments.  It is loosely based on the techniques used by the
CaffeineMark to benchmark Java.

- Set X11BASE to ${LOCALBASE} for recent ${OSVERSION}.
- Bump PORTREVISION for ports intalling files in ${X11BASE}.

Back out the use of PORTSDIR before the inclusion of bsd.ports.pre.mk
which sets it.
