Zhcon is a fast Linux Console Chinese System which supports
framebuffer device.It can display Chinese,Japanese or Korean
double byte characters.Supported language encodings include:
GB2312,GBK,BIG5,JIS and KSC. UTF-8 is also supported.

It can also use input methods(table based) from M$pwin98 and
UCDOS for M$-DOG.

Oops, we want to twiddle the effective-user-ID, not the real-user-ID,
since we need to recover credentials.  Relative to the previous commit,
s/setuid/seteuid/g.

Reminded by:    a hot shower

The set-user-ID binary zhcon normally reads it's user-specified
configuration file as root.  Drop privileges before opening the file to
prevent a local user from reading arbitrary files.

* Don't remove "system directories" (which were created by BSD.*.dist)
* Silently try to remove locale directories which we might have created
