nspr devel files touched by this commit  An older version of this port was marked as vulnerable. Platform-neutral API for system level and libc like functions
Update to 4.6 which incorporates a lot of our local patches.  There are now
a slew of test suites that can be run by issuing ``make tests'' from the port
directory.  They are disabled furing a normal build.
