Update to 1.38.8.

- Changes to the way Windows FD handles wild-cards
- Regex,RegexDir, and RegexFile for Win32 have been implemented but
  are untested
- Backslashes are no longer permitted in File directives
- New algorithm for selecting Volumes from the Scratch pool
- New virtual disk autochanger
- New optional Device resource directive in SD. types: File, DVD, Tape,
  or FIFO
- Faster restore tree building and uses less memory
- Changed to how keyword job or jobname is used
- Improved job report for Backups
- 'update volume' has new features
- Jobs can now be enabled/disabled
- New program named regex in the tools directory
