Security:       Fixes directory travarsal problem (especially serious in Windows

Bump the PORTREVISION for the ports directly affected by the gettext upgrade.

Chase the libintl.so shared lib version.

Add CONFIGURE_ARGS=--with-perl5="${PERL}" to work around a problem
that lang/perl5's use.perl script leaves /usr/bin/perl5 unchanged
which is picked by namazu's configure script only to fail in
dependency checks.
