Untangle the QT database plugin ports.

Update to KDE 3.2.1 / QT 3.3.1

KDE:

- Audio/arts does not install artswrapper anymore, instead it is provided by
  audio/artswrapper. See UPDATING.

- misc/kdeaddons3 is now a metaport with

        editors/kate-plugins
        editors/vimpart
        games/atlantikdesigner

Add build-shimmies for qt-odbc-plugin.

Build, link and install the plugins properly so they can actually work.

- Unhook database-plugin ports from the main port.
- Use and depend on devel/qmake.
