The .so files installed are all plugins, not general use libraries
as such: remove USE_LDCONFIG

Clean up my ports (and a couple of ports@ owned ones):
- Fix COMMENT
- Add MAKE_JOBS_SAFE where appropriate
- Change ordering of LICENSE lines
- Fix new header format
