Sorry, devel/file was a duplicate of sysutils/file.

One thing that was good about this mess was that I could take a closer
look at the code and found some bugs that I reported to the author a
while ago.

Add an ugly hack to cope with libtool mess.  I'll have to get
USE_LIBTOOL working here in near future.
