JTAG Tools is a software package which enables working with JTAG-aware
(IEEE 1149.1) hardware devices (parts) and boards through JTAG adapter.

- Remove conditional checks for FreeBSD 5.x and older

Bump portrevision due to upgrade of devel/gettext.

The affected ports are the ones with gettext as a run-dependency
according to ports/INDEX-7 (5007 of them) and the ones with USE_GETTEXT
in Makefile (29 of them).

- Change the order of include dirs to fix compilation in case when
  Adobe Flash(R) is installed. Otherwise jtag will try to include
  installed flash.h first.
