Revert nasm back to v0.98 and bump PORTEPOCH.  The newer version   breaks the
audio/lame port.    

Oops.  My last commit left out the 'MASTER_SITE_SUBDIR'.  This fixes   the
problem, and allows the port to build again.    

Upgrade nasm to 0.98.21.
