Package::Constants lists all the constants defined in a certain package. 
This can be useful for, among others, setting up an auto-generated 
@EXPORT/@EXPORT_OK for a Constants.pm file.

The vast majority of pkg-descr files had the following format when they
had both lines:

Author: ...
WWW: ....

So standardize on that, and move them to the end of the file when necessary.

Also fix some more whitespace, and remove more "signature tags" of varying
forms, like -- name, etc.

A few other various formatting issues

-remove MD5

- Update to 0.02

Hunt for typos in devel/p5-*.

Reset aaron's port maintainerships due to many maintainer-timeouts.

- Take advantage of CPAN macro from bsd.sites.mk, change
${MASTER_SITE_PERL_CPAN} to CPAN.
