As announced on May 6, remove the broken devel/ptl port.

Update to 2.1.9. (Still 5.x is not supported yet)

Add PTL-2.1.8_readdir-patch and bump PORTREVISION.

Force to use autoconf 2.13 and unbreak.

multi-thread library based on POSIX 1003.1c API.
