devel/py-lockfile: Update to 0.12.2

- Update PORTVERSION and distinfo checksum (0.12.2)
- Update BUILD_DEPENDS to match minimum version (per setup.py)
- Add TEST_DEPENDS and test target
- Add LICENSE_FILE
- Add NO_ARCH

This update fixes an issue testing deskutils/py-bugwarrior, which
depends on py-mock and py-lockfile, that both depend on different
incompatible versions of devel/py-pbr [1]

The lockfile module exports a FileLock class which provides a simple
API for locking files. Unlike the Windows msvcrt.locking function, the
Unix fcntl.flock, fcntl.lockf and the deprecated posixfile module, the
API is identical across both Unix (including Linux and Mac) and Windows
platforms. The lock mechanism relies on the atomic nature of the link
(on Unix) and mkdir (on Windows) system calls.
