Get notified when packages are built

A new feature has been added. FreshPorts already tracks package built by the FreeBSD project. This information is displayed on each port page. You can now get an email when FreshPorts notices a new package is available for something on one of your watch lists. However, you must opt into that. Click on Report Subscriptions on the right, and New Package Notification box, and click on Update.

FInally, under Watch Lists, click on ABI Package Subscriptions to select your ABI (e.g. FreeBSD:14:amd64) & package set (latest/quarterly) combinatio for a given watch list. This is what FreshPorts will look for.

Mark QT4 ports/functionality for removal on 2019-03-15

While here, chase some KDE4 ports and functionality, these are scheduled for
removal on 2018-12-31. Change the default option/flavor to QT5 where applicable
or use alternative toolkits like GTK.

pyqt: Change install directories for Python flavor support

* PyQt could not be installed for multiple Python versions at
  the same time, as there were conflicting files.

  This patch creates Python-version versioned directories for
  all these, and further installs binaries with a version number.

* Note, there might be some hickups for software that depends on
  on of the .so's provided by PyQt5, which might not be found
  anymore autmotically, and maybe need some LD-flaggery.

* Update PyQt5 to 5.10.1

* Mark www/py-qt5-webengine broken. It is unforuntately no longer
  compatible with the old qt5-webengine-5.9.4 we ship.

Update QScintilla 2.10.2.

Upstream has renamed its libraries and we no longer need to patch
devel/qscintilla-qt5 to create a library whose name does not conflict with
devel/qscintilla's. However, the library names are different so we need to bump
PORTREVISION in several ports (the SOVERSION has changed too).

Convert Python ports to FLAVORS.

  Ports using USE_PYTHON=distutils are now flavored.  They will
  automatically get flavors (py27, py34, py35, py36) depending on what
  versions they support.

  There is also a USE_PYTHON=flavors for ports that do not use distutils
  but need FLAVORS to be set.  A USE_PYTHON=noflavors can be set if
  using distutils but flavors are not wanted.

  A new USE_PYTHON=optsuffix that will add PYTHON_PKGNAMESUFFIX has been
  added to cope with Python ports that did not have the Python
  PKGNAMEPREFIX but are flavored.

  USES=python now also exports a PY_FLAVOR variable that contains the
  current python flavor.  It can be used in dependency lines when the
  port itself is not python flavored.  For example, deskutils/calibre.

  By default, all the flavors are generated.  To only generate flavors
  for the versions in PYTHON2_DEFAULT and PYTHON3_DEFAULT, define
  BUILD_DEFAULT_PYTHON_FLAVORS in your make.conf.

  In all the ports with Python dependencies, the *_DEPENDS entries MUST
  end with the flavor so that the framework knows which to build/use.
  This is done by appending '@${PY_FLAVOR}' after the origin (or
  @${FLAVOR} if in a Python module with Python flavors, as the content
  will be the same).  For example:

    RUN_DEPENDS= ${PYTHON_PKGNAMEPREFIX}six>0:devel/py-six@${PY_FLAVOR}

PyQt: Replace bsd.pyqt.mk with Uses/pyqt.mk.

In preparation for landing PyQt5 ports, generalize devel/py-qt4's
bsd.pyqt.mk and make it a proper file in Uses/.

Ports wishing to depend on PyQt4 ports can now do the following:
  USES=		pyqt:4
  USE_PYQT=	foo bar_build baz_run

Other changes include the renaming of the PYQT4_DIST variable to PYQT_DIST
and the introduction of the PYQT_SIPDIR plist substitution variable. The
rest of the contents of Uses/pyqt.mk are pretty much identical to what we
had in bsd.pyqt.mk with additional processing of USE_PYQT.

Even though this patch touches files in many different ports, the goal is
for it to be a no-op from an end-user perspective (so that the basic
infrastructure is landed before the other, riskier changes): no dependencies
have been changed, PyQt/SIP/QScintilla have not been upgraded and the plists
should remain exactly the same, since PYQT_SIPDIR currently contains the
same value that used to be hardcoded in the plists.

Huge thanks to Guido Falsi (madpilot@) for spearheading most of the work: he
took the initiative to work on PyQt5 and sent D2910 to Phabricator with the
original version of this patch. Tobias Berner (tcberner@gmail.com) later
applied it to kde@'s experimental area51 repositories and did some more work
on it.

Update PyQt and its dependencies.

* PyQt4 has been updated to 4.11.3.
* QScintilla has been updated to 2.8.4.
* SIP has been updated to 4.16.5.

This update is much smaller than the previous one, as there has been no
further need for clean ups in the ports infrastructure.

Pretty much the entire patch set has been originally contributed by Tobias
Berner, who sent it to the KDE on FreeBSD mailing list. Thanks a lot!

... And bump PORTREVISION on ports that depend on devel/qscintilla2 due to
the shlib version change.

This is brought to you by the KDE on FreeBSD team. Besides updating to newer
upstream releases, this commit also contains a lot of under-the-hood changes
to the PyQt/QScintilla/SIP ports. Their Makefiles had accumulated a lot of
cruft over time, so it was time for some summer cleaning:

- General, belated changes:
  * Use OPTIONS helpers wherever possible, stop including
    <bsd.port.options.mk> when not necessary, stop checking for
    ${PORT_OPTIONS:MDOCS} and ${PORT_OPTIONS:MEXAMPLES} when not necessary,
    add options such as DOCS and/or DEBUG where they were only checked for.

- QScintilla ports:
  * Drop the API option from py-qt4-qscintilla2. It had been broken ever
    since staging support was added, and its existence does not make much
    sense: QScintilla is a hard dependency regardless of the state of this
    option anyway, they all come from the same tarball and the configuration
    script assumes the .api file will always be installed.

- PyQt ports:
  * The configure.py patch shared by all PyQt ports has been trimmed down to
    the minimum. Changes for Qt3 compatibility or for things that are just
    not needed anymore have been removed.

  * Several post-configure targets in the PyQt ports have been removed, as
    they had no effect on the way the ports were built whatsoever.

  * In some cases, instead of calling Python's py_compile.py on `ls *.py
    */*.py */*/*.py` to generate .pyc and .pyo files, we just call
    compileall.py, which is made for this kind of task.

  * The patch + sed hack to build py-qt4-dbussupport has been replaced by
    only extracting the dbus/ directory for that port and excluding it from
    all others.

  * Move the bulk of the code in all Makefiles to bsd.pyqt.mk, like the
    non-Python Qt ports do with bsd.qt.mk and the QT_DIST variable. A large
    portion of all PyQt Makefiles were very similar and contained a lot of
    boilerplate code that can be shared among all of them since they all
    come from the same tarball. bsd.pyqt.mk now has a PYQT4_DIST variable
    that, when set, automatically sets several common variables and the
    do-configure target for a port. This allows us to considerably reduce
    the size of all the py-qt4-* Makefiles.

  * To make the above possible and also to allow us to use as many OPTIONS
    helpers as possible, the ARGS variable is now called CONFIGURE_ARGS.
    That's what it was used for anyway.
