Get notified when packages are built

A new feature has been added. FreshPorts already tracks package built by the FreeBSD project. This information is displayed on each port page. You can now get an email when FreshPorts notices a new package is available for something on one of your watch lists. However, you must opt into that. Click on Report Subscriptions on the right, and New Package Notification box, and click on Update.

Finally, under Watch Lists, click on ABI Package Subscriptions to select your ABI (e.g. FreeBSD:14:amd64) & package set (latest/quarterly) combination for a given watch list. This is what FreshPorts will look for.

This is a backport of the Python 3 subprocess module for use on Python 2. This code has not been tested on Windows or other non-POSIX platforms. subprocess32 includes many important reliability bug fixes relevant on POSIX platforms. The most important of which is a C extension module used internally to handle the code path between fork() and exec(). This module is reliable when an application is using threads. Remove most expired ports that depend on Python 2.7:

Exceptions are:
- mail/mailman, our listservers still use it
- www/chromium, solely because of popular demand,
  upstream is (slowly) working on porting it to Python 3
- ports that have actual patches for Python 3 against
  them (Cinnamon and a few unrelated other ports)
- llvm70 and qt5-webengine because they seem to have a lot
  of dependencies which need further analysis
- sysutils/uefi-edk2-bhyve because bhyve seems to use them
- python2 and python27 themselves

I'm sure there will be complaints, but the nice thing about
a version control system is that we can revert and adjust things.

Add devel/py-subprocess32, Backport of the subprocess module from Python 3.2 &
3.3

This is a backport of the subprocess standard library module
from Python 3.2 & 3.3 for use on Python 2.  It includes bugfixes
and some new features.  On POSIX systems it is guaranteed to
be reliable when used in threaded applications.  It includes
timeout support from Python 3.3 but otherwise matches 3.2's API.
It has not been tested on Windows.
