With portmgr hat on, reset maintainership of knu's ports since he has
been inactive more than 6 months.  We hope to see him back sometime.

Remove IGNORE for RUBY_VER >= 1.7.  One may want to install this port
to upgrade a bundled version of the date2 library.

explicitly.
