Get notified when packages are built

A new feature has been added. FreshPorts already tracks package built by the FreeBSD project. This information is displayed on each port page. You can now get an email when FreshPorts notices a new package is available for something on one of your watch lists. However, you must opt into that. Click on Report Subscriptions on the right, and New Package Notification box, and click on Update.

FInally, under Watch Lists, click on ABI Package Subscriptions to select your ABI (e.g. FreeBSD:14:amd64) & package set (latest/quarterly) combinatio for a given watch list. This is what FreshPorts will look for.

Description:
Heme is intended to be fast and portable console hex editor for Unix-like systems. It has undo support (number of undo operations is only limited by available memory), ability to fill a range of addresses with the specified byte, ability to search for a single byte or character string. Offsets can be given in hexadecimal, octal, or decimal forms. There are two editing modes: hex (binary) and ASCII (text). Heme uses standard curses library for screen and input handling, and offers colors support (they can be set in the configuration file).

editors/heme: convert MAKE_ARGS to patch file (for manpages)

Now that default manpage installation prefix had been changed,
patching the Makefile statically would be more readable than
combination of MAKE_ARGS + REINPLACE_CMD.  While here, do not
unconditionally try to strip the binary (respect WITH_DEBUG).

Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

Reclaim maintainership of ports that I still use regularly, but decided to
relinquish at some point to allow contributions coming more easily (not to
impose hard lock).  These days, there is no reason to yield maintainership
with the more lax rules and general consensus that casual changes do not
necessarily require explicit approval from maintainer prior to commit.

On the other hand, unmaintained ports can give (arguably false) impression
of being unwanted and one step above deprecation, yet these ports are not.

Stagify; while using ${STAGEDIR} in INSTALL_PREFIX looks suspicious, it
is actually okay here, since this value is not referenced in the source
code itself yet simplifies things for us (no patches needed).

Add heme 0.4.2, small, slick, and fast console hex editor for Unix-like
