This is a new major mode for GNU Emacs for editing XML documents. It
supports editing well-formed XML documents and also provides
schema-sensitive editing of XML documents using RELAX NG Compact
Syntax.

To use this, you need GNU Emacs version 21.x, preferably 21.3. GNU
Emacs version 20 will not work properly, nor will XEmacs.

The vast majority of pkg-descr files had the following format when they
had both lines:

Author: ...
WWW: ....

So standardize on that, and move them to the end of the file when necessary.

Also fix some more whitespace, and remove more "signature tags" of varying
forms, like -- name, etc.

Changes to editors/emacs and Mk/bsd.emacs.mk were taken from
PR/137956 by Ashish SHUKLA (thanks!).  [1]

Those ports which define EMACS_PORT_NAME to be "emacs21" were
not touched (this time). They may be converted to the new
world order by removing the above mentioned assignment.

Four ports were marked as BROKEN with EMACS_PORT_NAME=emacs23
(they do not compile):
. lang/bigloo;
. mail/wanderlust;
. mail/wanderlust-devel;
. www/emacs-w3m.

Three ports were marked as IGNORE with EMACS_PORT_NAME=emacs23:

Bump portrevision due to upgrade of devel/gettext.

The affected ports are the ones with gettext as a run-dependency
according to ports/INDEX-7 (5007 of them) and the ones with USE_GETTEXT
in Makefile (29 of them).
