instsetoo_native -> instsetoo to work parallel build correctly

Change build process to much safer one.
if only 1 processor runs at the same time,
top level dmake is enough, and a bit noisy
if parallel build is enabled.

Do not fork process more than 1.
Sometimes builds become unstable.

Restore a piece of the previous commit that does some magic around
PKGNAMEPREFIX. I'm not sure about the implications for the build of
OOo, but at least it fixes INDEX builds.
