Upgrade Code_Aster to 12.0.6-4.

This brings french/eficas to 2016.0.1,
	cad/astk-serveur and astk-client to 1.13.8.2,
	french/med to 3.2.0 (built against hdf5-18),
	bump PORTREVSION to math/metis-edf and fix soname,
	and french/homard to 11.7-1.

Fix several problems: it now builds cleanly and can run the tests.

Still marked BROKEN because there is some rough edges, but interesting
users can remove this line.
