Re-add the conditional creation code for the music dir. I suspect it was
accidentally removed in the 1.7 update. Without it, smc-music leaves a
dangling directory.

I'm not bumping the PORTREVISION even though the plist is changing,
because the change won't really affect anyone except QAT.

Apologies to the maintainer, whose permission I did not seek for this
commit, due to laziness.
