- Add p5-Image-LibExif 0.04

  - Add LICENSE
  - Add LIB_DEPENDS
  - Convert to new Perl framework
  - Use USES=pkgconfig

Very simple and very fast (about 30 times faster than Image::ExifTool) EXIF
extractor, based on libexif.
