Fix Japanese display problem.
- remove RUN_DEPENDS to linux-locale
  # now linux_base is version 7 which includes japanese locale.
- change Japanese locale to ja_JP.eucJP

Avoid the usage of a variable named "BROWSER", not to conflict with   user's
environment variable with the same name.    

Update to 4.78.    

Upgrade ja-linux-communicator/navigator to 4.77.    

- Change maintainer to ports@FreeBSD.org of all my ports.     (only
ja-linux-netscape is back to sada-san)     My short vacation finished and I have
no longer     enough time to keep maintaining my ports.
