Remove unmaintained ports, that installs Japanese PostgreSQL man-pages for
versions that we have not in the tree anymore, but leave
databases/postgresql82-man for the case.
While here clean-up this last port a bit:
- strip Makefile header
- s/YES/yes/ in Makefile
- tab -> space in pkg-descr:WWW
- remove empty pkg-plist
There is no upstream distfiles for newer PostgreSQL version.

o Rename PORTNAME to postgresql74-man from postgresql7-man.
