MASTER_SITE_LOCAL'ize because www.bekkoame.ne.jp is found to be   problematic -
wget and fetch of 3-STABLE get into infinite loop   because the server doesn't
reply to HEAD requests correctly.   (although fetch of 4-STABLE and 5-CURRENT
are just fine with it)    

Add ruby-uconv, Unicode conversion library with Japanese codesets support   for
Ruby.
