- Remove unneeded dependency from gtk12/gtk20 [1]

- Use USE_LDCONFIG instead of INSTALLS_SHLIB
- Remove unneeded USE_GCC 3.4+

Don't automatically search for the src rpm when running on pointyhat. [1]
Perl is covered by the Artistic License, so we don't need to provide the
source.
