A fast rbl lookup implementation for qmail, typically used as part of .qmail
command processing.

It has the same function as rblsmtpd, but the messages are checked at local
delivery time.

Drop maintainership, I stopped using qmail.

Remove more tags from pkg-descr files fo the form:

- Name
em@i.l

or variations thereof. While I'm here also fix some whitespace and other
formatting errors, including moving WWW: to the last line in the file.

- remove MD5

Update MASTER_SITES and WWW

Mark MAKE_JOBS_SAFE

Use MASTER_SITE_CRITICAL

Add an additional mirror.

Remove deprecated USE_REINPLACE

- Update to 2.4.1, a bugfix release
- Provide additional example files

  very long and if some dependencies can't be added into the list.
