RMIME provides MIME support for several Emacs message reading
packages.  RMIME has been designed with RMAIL in mind, but it has also
been tested with mh-e and VM.  It should work with most other major
modes as well.

- Add USE_EMACS=yes. It should present in all emacsen ports.
  (This commit prevents the ports breakage after more strict condition
  will applied in bsd.port.mk and makes no functional changes)

This port still requires emacs20, so use the port.mk emacs framework
to get the right port. (Actually, ideally, the port would just be
upgraded to use emacs21, but--this is better than nothing for now.)

rmime uses metamail to decode types that are unknown to Emacs, so add
it to RUN_DEPENDS.  That this bug in the port has gone unnoticed for
almost 14 months shows that I'm probably the only one using this . . .
