the liboggplay_oss patch should not have been removed. On FreeBSD > 700000 it
was applied via EXTRA_PATCHES, readd it as a normal patch as we only support
FreeBSD > 700000 now.
That's what i deserve for making one last tiny change without tinderbox testing
it.
