permanent +03, so they will not fall back from +03 to +02 on
2022-10-28.

On 1922-01-01 Tijuana adopted standard time at 00:00, not 01:00.
* Changes to past time zone abbreviations and DST flags
The temporary advancement of clocks in central Mexico in summer
1931 is now treated as daylight saving time, instead of as two
changes to standard time.

Changes to future timestamps
Palestine now springs forward and falls back at 02:00 on the
first Saturday on or after March 24 and October 24, respectively.
This means 2022 falls back 10-29 at 02:00, not 10-28 at 01:00.
Changes to past timestamps
Simplify three Ukraine zones to one, since the post-1970
differences seem to have been imaginary. Move Europe/Uzhgorod and
Europe/Zaporozhye to 'backzone'; backward-compatibility links
still work, albeit with different timestamps before October 1991.

Changes to past timestamps:
Correct many pre-1986 transitions, fixing entries originally
derived from Shanks. The fixes include:
- Australia: several 1917 through 1971 transitions
- Bahamas: several 1941 through 1945 transitions
- Bermuda: several 1917 through 1956 transitions
- Belize: several 1942 through 1968 transitions
- Ghana: several 1915 through 1956 transitions
- Israel and Palestine: several 1940 through 1985 transitions
- Kenya and adjacent: several 1908 through 1960 transitions
- Nigeria and adjacent: correcting LMT in Lagos, and several 1905
through 1919 transitions
- Seychelles: the introduction of standard time in 1907, not 1906
- Vanuatu: DST in 1973-1974, and a corrected 1984 transition
Because of the Australia change, Australia/Currie (King Island) is
no longer needed, as it is identical to Australia/Hobart for all
timestamps since 1970 and was therefore created by mistake.
Australia/Currie has been moved to the 'backward' file and its
corrected data moved to the 'backzone' file.
Changes to past time zone abbreviations and DST flags:
To better match legislation in Turks and Caicos, the 2015 shift to
year-round observance of -04 is now modeled as AST throughout before
returning to Eastern Time with US DST in 2018, rather than as
maintaining EDT until 2015-11-01.

misc/zoneinfo: install zone1970.tab and other fixes
Install zone1970.tab in addition to zone.tab (like D20646 for base).
The old logic to remove countries from zone.tab doesn't port to
zone1970.tab since some lines might have to be patched more than
once. Replace it with some awk.
Remove LEAPFILE reference that wasn't being set anyway.
Fix plist entry for Etc/UCT, which is (since 2019a) part of
"backward" and not present otherwise.
Make BACKWARD not be the default, since (a) it's not the base system's
default and (b) that stuff is all deprecated.
Update comment about check-plist to include a reminder to check both with
and without BACKWARD (this would have caught the existing plist error).
Remove no-longer-needed include of bsd.port.pre.mk.
Fix location and name of iso3166 file in comments in zone1970.tab, also
to match base system.
Add back a test-pkgplist target, because it turns out check-plist is not
strict enough to handle the case of moving entries into or out of the
"backward" set; check-plist doesn't error if a file is present in STAGEDIR
but is commented out in the plist, but we want that to be noticed.

Changes to past time stamps
For America/Los_Angeles, spring-forward transition times have been
corrected from 02:00 to 02:01 in 1948, and from 02:00 to 01:00 in
1950-1966.
For zones using Soviet time on 1919-07-01, transitions to UT-based
time were at 00:00 UT, not at 02:00 local time. The affected
zones are Europe/Kirov, Europe/Moscow, Europe/Samara, and
Europe/Ulyanovsk. (Thanks to Alexander Belopolsky.)
Changes to past and future time zone abbreviations
The Factory zone now uses the time zone abbreviation -00 instead
of a long English-language string, as -00 is now the normal way to
represent an undefined time zone.

with zones intended for ships at sea that cannot use POSIX TZ
strings, now use numeric time zone abbreviations instead of
invented or obsolete alphanumeric abbreviations. The affected
zones are Antarctica/Casey, Antarctica/Davis,
Antarctica/DumontDUrville, Antarctica/Mawson, Antarctica/Rothera,
Antarctica/Syowa, Antarctica/Troll, Antarctica/Vostok,
Asia/Anadyr, Asia/Ashgabat, Asia/Baku, Asia/Bishkek, Asia/Chita,
Asia/Dushanbe, Asia/Irkutsk, Asia/Kamchatka, Asia/Khandyga,

target.
I did not fix ports that were such a mess that I could not figure out
what they really wanted to do. I also did not change ports that had

Russia and nearby locations had daylight-saving transitions on
1992-03-29 at 02:00 and 1992-09-27 at 03:00, instead of on

Many corrections to historical time in Kazakhstan from 1991
through 2005. (Thanks to Stepan Golosunov.) Replace Kazakhstan's

Asia/Tehran now has DST predictions for the year 2038 and later,
to be March 21 00:00 to September 21 00:00. This is likely better
than predicting no DST, albeit off by a day every now and then.
New zones Europe/Astrakhan and Europe/Ulyanovsk for Astrakhan and
Ulyanovsk Oblasts, Russia, both of which will switch from +03 to +04 on
2016-03-27 at 02:00 local time. They need distinct zones since their
post-1970 histories disagree. New zone Asia/Barnaul for Altai Krai and
Altai Republic, Russia, which will switch from +06 to +07 on the same date
and local time. Also, Asia/Sakhalin moves from +10 to +11 on 2016-03-27

As a trial of a new system that needs less information to be made up,
the new zones use numeric time zone abbreviations like "+04"

Since FreeBSD 8.4 and FreeBSD 9.1 make(1) do support :tu and :tl as a
replacement for :U and :L (which has been marked as deprecated)
bmake which is the default on FreeBSD 10+ only support by default
:tu/:tl a hack has been added at the time to support :U and :L to ease
migration. This hack is now not necessary anymore
