The Tapioca project provides a set of convenience libraries to easily
integrate VoIP and IM in your application, or even write new ones.

Tapioca follows the standard defined by the Telepathy project and therefore,
operates seamlessly with its connection managers and other software that
follows it as well.

Remove CMAKE_USE_PTHREAD from the ports using it.

This setting has not had any effect since r1.13 to bsd.cmake.mk, as it
was only useful when we supported FreeBSD < 7.

Instead of only 1 LGPL license there are two namely: the 2.1 and 3 version.
So make a LGPL21 and LGPL3 value for the license framework.

Replace the LGPL used in ports with LGPL21. (checked all consumers)
