Remove net-mgmt/nav as it has been marked BROKEN for over 5 months.

Upgrade to 3.4.4.  Thanks to Roar Pettersen <roar.pettersen@it.uib.no> for
several patches that made my job easier.

Upgrade to 3.1.0.  Note that some run-time dependencies may be missing;
these will be added as soon as I can track them down properly (probably
along with an upgrade to 3.1.1)
