net-mgmt/telegraf: update to 1.26.0

Add a pkg-message about the requirement to allow mlock if telegraf is to
be run from a jail.

Telegraf removed the default config files. Instead, a default
configuration file is generated by running the application as
`telegraf config`.

Add Influxdata's telegraf to the ports tree

Telegraf is an open source agent written in Go for collecting metrics and data
on the system it's running on or from other services. Telegraf then writes the
data to InfluxDB in the correct format.

The port was originally created by Stefan Lambrev and he approved that I take
maintainership.
