Bump PORTREVISION

Make the BROKEN message more explicit about why it's broken (the
usual varargs->stdarg problem).

Add :source and :patches to the MASTER_SITES and DISTFILES to prevent
huge amount of errors during fetching.

[patch] net/cap still has minor build issue on -CURRENT

bento noticed one subdirectory doesn't build correctly:
- add -traditional-cpp -DUSESTRINGDOTH to CFLAGS
- generic sys_nerr fix
- bump port rev because the build error doesn't break the build, but
   just leads to missing files
- checked against -STABLE

Change PKGDIR from pkg/ to .  Also fix places where ${PKGDIR} is   spelled out
(many of which are ${PKGDIR}/MESSAGE -> ${PKGMESSAGE} type   fixes that
shouldn't have been necessary) and the string "/pkg/"   appear.
