Remove net/isc-dhcp3-devel which depended on isc-dhcp31-server

Switch to isc-dhcp31-server for master.

Move isc-dhcp3-(server|client|relay) to isc-dhcp30-(server|client|relay)
to make space for the isc-dhcp31 and isc-dhcp40 servers of it.

- Welcome new maintainer. Ha made a lot for the ports.
- Remove redundant maintainer lines.

Maintainer update: isc-dhcp3 splitted to -server, -client, -relay and -devel
sub-ports

        net/isc-dhcp3 is splitted to 1 master port and 3 slaves ports :
        - net/isc-dhcp3-server (master)
        - net/isc-dhcp3-client (slave)
        - net/isc-dhcp3-devel (slave)
        - net/isc-dhcp3-relay (slave)
        to do this, a lot of changes has been made
