Add an ability to build licq plugins using licq-devel port:   - licq-console,
licq-qt-gui:           conditionally include licq-devel/Makefile.inc instead of 
         licq/Makefile.inc if -DWITH_LICQ_DEVEL is specified   - dynamically
generated plists (currently used in licq-qt-gui port only)

Port for licq 1.1.0 devel 2002-01-28 snapshot (repo-copied from `licq' port).  
Most important new feature is ICQv8 support (works for me).
