Remove pkg-comment files in my ports.

Move nsping.tar.gz to MASTER_SITE_LOCAL to fix a fennerism;  
http://www.enteract.com/~tqbf/ gives a 404.    

Take over maintainership    

Eliminate WRKSRC=${WRKDIR}/${PKGNAME} lines, as these will break when  
PORTREVISION or PORTEPOCH are defined.
