Net_Socket is a PEAR class interface to TCP sockets.

It provides blocking and non-blocking operation, with different reading
and writing modes (byte-wise, block-wise, line-wise and special formats
like network byte-order ip addresses).

At the moment 1385 ports use BUILD_DEPENDS= ${RUN_DEPENDS} and 450
ports use BUILD_DEPENDS:= ${RUN_DEPENDS}. This patch fixes ports that are
currently broken. This is a temporary measure until we organically stop using
:= or someone(s) spend a lot of time changing all the ports over.

Explicit duplication > := > = and this just moves ports one step to the left

[PATCH] simplify pear-* ports

        These patches do the following things for PEAR ports:

        * devel-pear-PEAR-Makefile.common.patch
            - provides a do-install target and all that jazz in
              devel/pear-PEAR/Makefile.common
            - individual PEAR ports now just set a few variables:
        * pear-ports-Makefile.common-ng.patch
            contains changes for all pear-* ports including devel/pear-PEAR
