Use USERS and GROUPS.

- Switch SourceForge ports to the new File Release System: categories starting
with N

Add LOCALBASE to MAKE_ARGS.

Add SHA256 checksum.

Use ${PKGINSTALL}.

- Register CONFLICTS with husky-*-devel

Create %D/share/doc/husky which is owned by this port.

I have no ability to test and fix the build on other platforms.

reasonable defaults for MSGEDCFG and PERL (so that msged and hpt
can be built manually with our settings)

do not reinplace what can be changed by patch

- build (hpt) with perl support by default
(-DWITHOUT_PERL knob can be used to turn it off)
- use current ${CC}, ${CXX}, ${CFLAGS}, ${PREFIX} values (not values which
were in effect when husky-base port was built)

do not double leading slash in created user's home directory

fix build of husky ports if husky-smapi was installed as a package

- strip shared libs when installing
- do not USE_REINPLACE for all husky ports
- create soft link to huskymak.cfg in pre-build stage

install files with correct file modes

Add ports for Husky Fidosoft Project (most of modules from it).
