Are you refering to this page? http://www.freshports.org/ports-deleted.php
If so, a deleted port is something which has been removed from the ports tree. Usually the last commit message explains why it has been removed.

Can you provide an example of something from the above URL which also appears in the sections you mention?
Sometimes a port is deleted from one category and added to another [perhaps new] category.
