My conclusion: Chello has a misconfigured mail server which is using xbl.selwerd.cx to block incoming smtp connection.

I have been told that Chello is using xbl.selwerd.cx. My research shows that one should not use xbl.selwerd.cx to outright block incoming stmp requests, which is what Chello are doing.
