I asked the port maintainer. He said:

I wouldn't know too, they should be there since I committed the
update once the ports freeze was over which was about 2 weeks ago.
However, it seems that the ports cluster has yet to build packages
for kde3.4 which is preventing most of the kde related ports from
having packages available. That said, only portmgr can have the word on
it. I am CCing them.
