Remove databases/db3. All users were using db3+
and have in fact been using 4.0+ since 2011-04-12 (Mk/bsd.database.mk r1.57).

Chase upgrade in dependent ports and change USE_BDB to 40+.

The utility uses /usr/ports/INDEX-{__FreeBSD__}.db
The file can be generated by using bundled pver_dbgen
