- Mark OVERWRITE_BASE and security/openssh-portable-base as DEPRECATED.
  These will be removed on January 1 2015.

  Really ports should not be touching the base system at all.

  This option is a big foot-shoot problem:

  1. Recent versions of FreeBSD such as 9.3, 10.0, 10.1+, now remove all ssh
     files from /usr if you 'make delete-old' with WITHOUT_SSH. This results in
     removing the overwrite base files.
  2. Uninstalling the package leaves the system with no ssh.
  3. Running installworld without WITHOUT_SSH results in overwriting the
     package, or giving false-positive 'pkg check -s' errors.
  4. The port fails to pass QA checks because it removes system files.

Disable function importing from the environment by default.  This can be
enabled by using --import-functions or enabling the IMPORTFUNCTIONS option.

This removes the risk of further parser bugs leading to code execution, as
well as the risk to setuid scripts and poorly written applications that
do not cleanse their environment [1][2].

Also note that there is an unofficial 4.3.26 floating around that has not yet
been officially released.  r369261 covers the change in 4.3.26.

If not built with WITH_PKG=devel, depend on ports-mgmt/pkg. This will use
the normal pkg for packaging pkg-devel. This is needed because the repo is
expected to be only non-devel packages.

This also fixes a poudriere crash when the repo is empty and both pkg and
pkg-devel are built. When pkg-devel would finish first it would crash due to
not having a pkg to use for caching various metadata from the package.

Remove FORBIDDEN that references vuxml. We already have vuxml, portaudit
and pkg audit to handle this. The user can make their own decision as to
whether or not they want to use vulnerable ports or packages. Using
FORBIDDEN like this is not proper. It should only be used in extreme
cases.

In the meantime, the new Linux ports are being tested and should arrive
soon.
