Update to new upstream release 1.43.1.

1.43.1 has seen several FreeBSD portability fixes upstream, so we could
finally upgrade the port. Tweaking the test set for non-high-end

Make set of self-tests configurable. Add Perl and GNU dd to build
dependency list when needed so tests can pass in a poudriere build.

Assorted other tweaks.

Modernize Makefile and chase new requisites.

* Modernize Makefile [1].

* The Tcl changes suggested in the PR [1] are applied but commented out
because the code causes scary "warning: the value of the size argument
in 'strncat' is too large, might lead to a buffer overflow
  [-Wstrncat-size]" in lang/tcl/tcl_*.c on FreeBSD 10.3 amd64.

* Other than what is suggested in the PR,
refuse to add the TCL option, and leave --disable-tcl in.

* JAVA option: restrict to Java versions 1.6 and 1.7 because the port
fails to compile with JAVA option enabled and openjdk8
  (IllegalArgument exception).

portlint cleanups:
* Set PATCH_WRKSRC, and refresh patches with "make makepatch".
* Use Space (not HTab) after WWW: tag in pkg-descr
* Drop "The" from COMMENT.

dnsmasq 2.74,1 dns files touched by this commit Lightweight DNS forwarder, DHCP, and TFTP server
New dnsmasq upstream release 2.74 (bugfixes)

version 2.74
Fix reversion in 2.73 where --conf-file would attempt to
read the default file, rather than no file.

Fix inotify code to handle dangling symlinks better and
            not SEGV in some circumstances.

DNSSEC fix. In the case of a signed CNAME generated by a
wildcard which pointed to an unsigned domain, the wrong
status would be logged, and some necessary checks omitted.

dnsmasq-devel 2.74.r1 dns  Ignore files touched by this commit Lightweight DNS forwarder, DHCP, and TFTP server
Update to new upstream release candidate 2.74rc1.

To fix three regressions in 2.73:

1) The meaning of --conf-file without an argument changed from "don't
read any conf-file" to "read the default conf-file"

2) A resolv-file which was dangling symlink at startup causes
problems, up to and including a segmentation fault.

3) Under some circumstances, dnsmasq can use more file descriptors,
and this shows up that the code doesn't handle the limit (normally
1024) in the number of descriptors handled by the select() system call.
