Python-otr is a set of python bindings for libotr. This gives
developers the flexibility to implement OTR encryption for
their python-based Instant Messaging clients.

    Affects: users of irc/bitlbee, irc/irssi-otr, net-im/climm, net-im/mcabber, net/kdenetwork4, security/kopete-otr, security/py-otr
    Author: Doug Barton <dougb@FreeBSD.org>
    Reason: 
      The libotr library has been bumped in version 4.0.0, and the new version is
      not compatible with the old.  In order to make it possible for both versions
      to coexist in the short term the old version has been moved to a new port.
    
      If you are currently using pidgin-otr:
      # pkg_delete -f pidgin-otr\*
    
      Then:
      # portmaster -o security/libotr3 security/libotr
      # portmaster -r libotr
      or
      # portugrade -o security/libotr3 security/libotr
      # portugrade -r libotr
      or
      # pkg set -o security/libotr:security/libotr3

Hook security/libotr3 up, and move ports that depend on the old version
to this new dependency.

For ports that depend on security/libotr, add the new USE_PKGCONFIG macro.

For all but kdenetwork4 use =build. For it use both just in case.

For net-im/clim also fix the manual call to pkg-config for CONFIGURE_ENV
